Established on May 20, 1958, Balibago Waterworks System, Inc. (BWSI) has grown from a local water provider in Angeles City and Mabalacat, Pampanga into one of the largest and most efficiently operated privately owned waterworks systems in the Philippines. Originally founded by the Santos family and led by Eladio “Apung Adiong” Santos, the company was granted a Congressional Franchise (RA 3647) in 1963 to operate a waterworks system within its designated service areas.
Expanding to Serve More Communities

In 1998, a visionary group led by Michael L. Escaler and Cristino L. Panlilio took over BWSI, recognizing its potential for growth. Under their leadership, the company expanded significantly, securing exclusive rights to serve various municipalities, including the Dapdap Resettlement Site, Bamban, and Capas, Tarlac. Today, BWSI operates 90 municipal franchises across 24 provinces in Luzon, Visayas, and Mindanao, delivering potable water to over 300,000 households.

BWSI collaborates with the National Water Resources Board (NWRB) and supports the national government’s initiatives to improve water supply in rural areas.
