BWSI secures Dipaculao, Aurora as 93rd Franchise

On September 30, 2025, Balibago Waterworks System, Inc. (BWSI) officially sealed a franchise agreement with the Local Government Unit (LGU) of Dipaculao, Aurora. The agreement was formalized through the leadership of Mr. Mark Oliver Araullo, Vice President for Operations, together with Mr. Benjamin Gabis, Business Development Manager, who spearheaded the project and represented BWSI during the negotiations.

The LGU of Dipaculao sought BWSI’s expertise after the Dipaculao Water District declared bankruptcy due to mounting liabilities, unpaid electricity bills, and limited operations that left residents with an unstable water supply. In response, BWSI committed to developing and establishing a new, fully functional water system to ensure reliable and sustainable water service for the municipality’s 33,000 residents.

With this partnership, Dipaculao becomes BWSI’s 5th franchise in the Province of Aurora and its 93rd nationwide, marking another milestone in the company’s continuing mission to expand access to clean and dependable water across the country.
